When the freighter spiriting the weapons away is hijacked, Rear Admiral Jake Grafton is brought in to investigate. Meanwhile, as the chief of Cuba's secret police, Alejo Vargas, maneuvers in to place to take over the country using 30-year-old Soviet missiles, CIA operatives in Havana begin to hear rumors that Vargas has access to biological warheads.
