Most plants and seeds can be listed as long as they're allowed in the location the seller is shipping to, but there are exceptions, including some seeds and noxious weeds.

Why does eBay have this policy?
To reduce the risk of introducing or spreading pests and diseases, the sale and import of plants and seeds is highly regulated.
