Seller lied to eBay that the address was wrong to get out of selling CPU's which the market had gone up in price for.
"Unfortunately, the seller had to cancel your order due to the following reason: Something was wrong with the buyer's shipping address."
They gave eBay another story that the price was "wrong".

Prices for such high-end processors fluctuate daily with market fluctuations. Our store manages over 500 SKUs. It is inevitable that the prices of individual models are not updated in time, and the inventory is not updated in time. This is human nature under human management. We immediately contacted the buyer and informed him that the original supplier was out of stock and could only purchase goods from other suppliers at a high price.

The item, a Xeon CPU, arrived damaged. Pictures of the damage were sent to the seller. I asked for a refund. I have heard nothing from the seller. Only $6.50 USD so I'll eat it. Bad experience. Bought one from another seller.

This product is a Xeon CPU. Although there are scratches on the appearance, it does not affect the installation and use. The free shipping price of this product is $6. In fact, the postage fee for tracking orders sent to the United States is more than $6. The product is equivalent to being given away for free.
The buyers are being nitpicky and it's very outrageous.
