Made the offer to seller he accepted the offer and said he could commit to 290 dollar to ship, I paid in full with shipping, he came back later and said it would cost 1190 dollars to ship? He then said I asked for refund( I did not ask for a refund) we had a deal and there is no way it would cost 1190 dollars to ship

Using the eBay shipping estimator for UPS, the estimate was $290. When I took the item to ship it, was informed item was too large for UPS and had to be shipped freight, on a pallet. $1,190 from Cape Cod to Missouri. Feel feel to get a quote for that. I informed the buyer of every step I took and apologized profusely. After 24 hours of no response from the buyer, after informing him my plan to refund his money, I refunded his money. Have relisted the item for local pickup only.
