      I need it to work about thirty times and...

      I need it to work about thirty times and I think it will. I've tried it once, and can make it close reliably. It takes perhaps 40 pounds of force to expand the collar and tube, but I could use plastic pipe to extend the handles and decrease the force if needed. The tool seems strong enough and well built.

      Same new product but much cheaper prices

      Good prices for the same new Apollo PEX-A Expansion Tool kit at Homedepot cost around $140. The only difference is the out paper cover was not new, but it did not affect the box and the tools inside.
