I paid $13.89 for shipping. The item was returned to the seller, due to insufficient postage. He tried to mail it with a $0.92 stamp. I asked him about it and he said he uses cheaper postage "to save money". You are not saving money because it is not your money; it is my shipping payment. You are cheaping out on the postage so that you can pocket the difference. That is fraud.
