I suspected it was either under the motherboard or inside the Power Supply. It was actually both. I removed the screws and reassembled and it was fine. Could have been another story if I didn't remove both of the screws. Once dispatched to FedEx, the monitor made its way here pretty quickly and was decently packaged for a CRT. The photos were just as described but I did notice some phosphor damage on the CRT - but that is expected with age.
