Scratched GEL
It's not genuine, and this is normal for the given price, but it has very poor quality also. Gels come badly scratched (pic1) and I guess it just cut by hand and scissors from plastic sheets (pic2 compared to genuine "Profoto" gel), because of their jagged edges. Gels don't fit the ring (pic3 and pic4). So, if you would like to buy very low quality plastic folder for gel filters for $59, go for it.
