The seller was responsive and ended up refunding me for the original purchase price. Ebay sellers use the USPS mule because it's the cheapest, and they offer FREE basic shipping so you can't rate their slow shipping in feedback. But you can comment on it. This item was purchased from a seller 10 miles from me. USPS picked up the pkg and sent it 200 miles away to a sorting center before it came back to the same post office in the sellers neighborhood where he dropped it off. WTF. Anyway, I got what I needed, an ID plate for an old mobile home I was selling.
