I thought I was receiving a CD with a label; with the picture on a box or sleeve. I actually am not sure what I received is even a legal copy. I am hoping someone can tell me if it is a copyright infringement by the seller.

Works of the United States Government are exempt from Copyright per Title 17 of the United States Code (USC). They are perfectly legal to sell, especially derivative works sold in a different format. I have sold over 60,000 discs legal on eBay over 20+ years.

Good old heavy handed USPS cracked the CD. Strange I have numerous CD's from this seller with NO problems. Now near Christmas they break the disc, seems typical for them.
