FJ80 steering column cover fits non cruise control models (prob 91-93). I had to modify mine a little to add a hole for the cruise control rod. after following the original, I used a drill to punch 4 holes and then a Dremel to connect the 4 holes and carve the opening. My steering column had the lower OEM brass screws with washers, the washers were a tight fit so I used a drill to slightly open up the lower screw holes. Overall I was able to get mine to look oem, took a little modding.
