There was no "extra" billing. Buyer bought two items separately (aka one at a time) and paid for them separately so they were charged the shipping for each purchase. I was able to send them together and refunded the additional shipping. For anyone reading this all you have to do is add all the items to your cart then select check out. You know..just like any other website. This would have issued the discount automatically. Simple as that.
