Ebay said I would hear from the seller. three days later and still no contact. I then notified PayPal of the issue. Finally got a refund from the seller. The filter arrived after several weeks. I contacted ebay to see what they wanted me to do with the filter. Still haven't received a response.

It all lies on USPS. They kept shipping it from warehouse to warehouse and some in the same state and then they would hold it for a couple of days and ship it some where else.
