This Wallonian episode served as a forceful reminder that recent decades' push for 'deep trade' has turned trade liberalisation into a multilevel affair. This book explores these multilevel politics of international trade, laying its emphasis on the liberalisation of public contracting. Countering a widely-held belief among practitioners and analystsof trade policy that involving subcentral actors complicates trade negotiations, it demonstrates quite the opposite in case studies of Canada, the EU, and the US: The more subcentral governments aregiven a voice in international trade policy-making, the less incentive they have to exit from ensuing agreements.
