I reached out to the seller, and he provided a generous amount of troubleshooting advice and was willing to help me through my specific situation. For any future buyers, the issue ended up being my 2133 speed ram. Upgraded to 2666 and had no problems. The chip looked new. diagnostics looked good and was offered at a fair price.
