Fun for the casual player back in the day. Far from worth it today and GP4 is better.
EA was not able to renew their F1 license for 2003 so in a last-ditched effort to earn as much as possible with their existing license, EA had all of their previous licensed seasons, plus 1999, packaged into one game. Unlike the PS2 counter part, this does not have a career progression but instead the choice of running in any of the four available seasons in the game. The gameplay is of the F1 2002, which itself was tweaked to be better than the horrendous first release. It is incredibly accessible on keyboard with the three levels of assists plus difficulty sliders. What made the game popular in 2003 was the community around it, with mods being created or ported to the game. Today, you can run every F1 season from 1950 to 2023 in it, plus the original blockbuster Prototype-C by Virtua ... Circuits are aberrations especially when compared to GP4's accurate layouts. Cars have a vertical squeeze on them that look awful on replays. You can't save during a session and return to it later, like the Grand Prix series. Lastly, the game had extremely poor force feedback (that carried on to rFactor) where you were better off with a keyboard and low steering assist. In the 2020s, this game is not worth it for the price some people have been asking. Ten dollars, maybe fifteen with shipping? That's OK if you're nostalgic. The manual was not a compelling read either, unlike Grand Prix 1-3, or Grand Prix Legends. Save your money and look for abandonware pages.
