correct. buyer paid $15 free shipping. I have sold a few of these and no one else had an issue. these are all old stock pennants that already have various marks / creases / fold lines. pennant did not arrive in appreciably worse condition than when it was sent out. not sure what buyer is expecting at such a low price point. if someone wants a pennant shipped in a box they can message me and I can add $8 to ship. I'm not amazon, I can't eat all of my margins on cost to ship for such a cheap item.
