eBay completed a refund on my behalf after seller and I were unable to reach a resolution. Lot of tools arrived with pieces missing. After the sale, seller made substitutions. Description did not itemize tools, and did not indicate damage. Torque wrench did not work as designed and seller was unwilling to take ownership of this issue. Overall a negative experience. Thank you eBay for ruling in my favour with buyer protection.
