I purchased an item and it was advertised as free return shipping if the item didn’t fit vehicle- in this case I purchased a hub cap that didn’t work out and or fit my vehicle. The cost was around $35 after all is said and done I only received a 2.99 refund and didn’t receive any response from seller when I asked about this. I am disappointed by this and the hubcap was very scraped and dirty to begin with.

You received the exact hubcap that you ordered. If they are scratched, that is always in the ad description, as was this. You purchased #1, and received the exact one that you ordered. You started a return through eBay, so they refunded you the amount deemed necessary. You should certainly call eBay if you feel they didn't refund you the correct amount.
