Yes it really is a complete assembly. I purchased it for my 2012 FJ Cruiser 4WD. The newly machined Wheel Hub comes with new wheel studs and is already pressed into the bearing. The carrier housing (wheel bearing housing) comes with 4 new bolts with thread locker already applied. This is a new unit made from quality material and pressed professionally.
