The item was advertised as used but functional, which was obviously not the case, and something the most cursory of tests would have revealed. Specifically, the power adapter worked when plugged to a socked, but when that is plugged to the dock, everything shuts down. Seller offered to replace the item, but only after they'd received the unit I had. Luckily for me, the item was still under the original Dell warranty, which replaced it much faster than the round trip back to the seller.

No idea if this was as described as seller had misplaced the item. On the plus side they made contact quickly stating the item had been lost and promptly issued a refund and also are the first to state the true reason for cancellation hence the positive feedback. Good honest trader, well done.
