Karl Neumeyer war ein hochangesehener und bedeutender Rechtswissenschaftler auf den Gebieten der Rechtsgeschichte und des Internationalen Rechts an der Universität München. Aufgrund seines jüdischen Glaubens wurde er nach der Machtergreifung durch die Nationalsozialisten aus dem Amt geworfen und schließlich in den Tod getrieben. Die Untersuchung zeichnet sein Leben und Wirken nach, wobei ein Schwerpunkt auf der Zeit des Nationalsozialismus und der Haltung der damaligen Verantwortlichen an der Universität München liegt. Von seinen Werken werden neben seinen rechtshistorischen Arbeiten insbesondere seine Schriften zum Internationalen Verwaltungsrecht untersucht. Seine bahnbrechende Forschung auf diesem Gebiet war seiner Zeit voraus und hat noch heute starken Einfluss.
