The seller sent the incorrect item and failed to correct their mistake. (Failed to send correct item after wrong item sent, or provide a full refund). Ebay expects the buyer to return the sellers wrong item, before Ebay will issue a refund. Therefore, Ebay essentially expects the buyer to correct the seller's mistake before they will somewhat compensate the buyer. Good luck and buyer beware.
