Something that real photographers know they need--
Wow-- the worst set of questions about an item that I have seen-- Step Rings, being just a metal band, are optically clear, and "nothing in the middle" is totally consistent-- and weighing almost nothing really, really qualifies as lightweight. Seriously, this is an insurance package so if you are someplace in the middle of nowhere, and a filter or a hood you need was not included with the gear, well, this is your backup plan to have all of the even halfway normal sizes, and it is worth it simply because when you need it, you need it, and this is cheap enough for a lifetime of protection from a missing step up or step down ring.
