Cannot cut new threads

I am fairly new to the bicycle trade but in my past I have used taps probably more than most people. Every tap I have ever used could cut new threads with the exception of this set. Why would anyone make a tap that cannot cut new threads? It is just plain silly. I did not realize this when I bought the taps and this piece of info should have been in the ad. Most Park Tool products are top notch but this set to me is worthless, further more it is way over priced. Do yourself a favor and buy a tap set that can cut new threads.
