quality for price but not effective

I have a 17 inch neck and the harness wont fit it looks like it will work with a neck that is maybe 13 inches or smaller. the other problem is the design. its not effective because a persons head weighs 20 to 25 pounds. I installed a 50 pound dumbbell on the end of the rope and tried to keep the harness under my chin but that whole process is too difficult. I just got a traction device from a orthopedic clinic that works its the kind that uses air pressure and you lay down to use it. good luck
