Misssing anchor Pegs

I am a certified Panasonic Tech. This CID Card is advertised as "BRAND NEW" Brand New Cards have (2 Plastic) stabilizing / securing anchors in each corner where this photo shows them missing. The HOLES where they are always located when the Card is BRAND NEW has NO Pegs. I have installed many of these cards, ONLY when they are USED the pegs may be missing. What happened to the Pegs ?
