Purchased as Christmas gift turned Christmas bummer

Hello I’m very disappointed today. I purchased this UNlocked phone for my daughter. I didn’t feel the need to set up in advance. However setting up the phone Christmas morning with my daughter we go to the set up screen and realize the phone is locked by another apple account. Great condition other than that but because the impact of a nonfunctional device and my 8 year old doesn’t understand why her phone is not working I have to score a one star. I would like an exchange and RMA to return the locked phone.
