Missing piece

I’m disappointed that it was advertised as a complete set, yet it was missing an important piece (a dark grey 2x3 flat) from the first bag. I checked the pieces multiple times with the instructions and each time, it came up short with the same piece missing. If it’s going to be marketed as a “complete” set, then I expect all of the necessary components to be included.
