Works out of the box as long as the correct chipset and correct modules are used
So finally installed the two network adapters into the server and come to discover that while the model appears to be the same, the CHIP on the two cards is different.
One of the cards Chip says it is an Intel 82599, this one does not work with 3rd party SFP+ modules like Ubiquity, regardless if driver updates are being done in Windows and Intel software tools used to configure it. The second card that fired up right away, the chip says Intel 82599EB and this works entirely fine with 3rd party compatible SFP+ modules.
You can only find this info out once the cards are already installed and you access the Dell server bios to check the firmware and chipset info for the network cards.
I managed to track down Intel SFP+ 10GBps modules on amazon for $30-40 CAD which is why i purchased additional cards in this order.
