New Controller? Or Refurbished?

I purchased the official Sony Controller with the intent for it to work with my PS Vita automatically. However, the touch pad is slightly loose? If you hold it in your hands makes a loose rattling noise. Compared to the controller that came with my PlayStation. It’s not quite as I expected it to be.
