Hardware is good. VBIOS was not correct.

Received card as described. However, the screen kept going black on all the ports every few seconds. I discovered that the card had an unverified flash from Jan 2021. Went to techpowerup to find a verified Asus RTX 2060 flash from 2019. Reflashed it with nvflash, now it works flawlessly. Hardware was fine, but the firmware needed to be downgraded to an older version for it to work properly.
