Unless you're looking to complete your Cybertron collection, don't bother!
While the Cybertron line of Transformers as a whole may be one of the absolute best series of Transformers ever released, the Dirt Boss figure is not only a complete black sheep of the entire line, but one of the most bland and uninspired figure designs of the entire Transformers universe. This figure should only be purchased by the most dedicated fans and completionists, otherwise casual fans will likely be incredibly disappointed at the lack of articulation, useless unlockable feature, and completely underwhelming transformations.

Takara Release with a Hasbro Pricetag
Let's get the obvious out of the way; Yes, this is just a recolor of RiD Strongarm right down to the water jet from the blaster, but the color scheme and paint details are fairly better than your average Hasbro release, and this is a pretty fun, albeit very simple figure. What helps this figure stand apart is the price point. You'll typically find it widely available and at a price comparable to other Hasbro releases instead of the usually inflated import prices for Takara releases.
