It's open box, but for the price and what it is, I would consider it good value.

Seems good
Works as expected for this spec. I had one boot where there was a post error with the dram, but that hasn't happened since. It was like 1 boot out of 15. It may also have been the motherboard or cpu (HP Z440 mobo, Xeon e5 2620v3, not in oem case - custom build).
